CHARLES LACY, Program Manager

​Charles joined the Central Virginia Land Conservancy as Program Manager in 2025. He previously worked as a Conservation Specialist for the Virginia Department of Forestry, developing open-space easements in the western region of the state. He holds a BA in History from Hampden-Sydney College, a GIS Certificate from Mountain Empire Community College,  and a Remote Pilot Certificate.

Charles began pursuing a career in land conservation after thru-hiking the Appalachian Trail in 2022.  A Southwest Virginia native and lifelong outdoorsman, Charles enjoys fly-fishing, hiking, gardening, and playing his banjo. He lives in Nelson County with his wife Emilee, their daughter Della, and English Setter, Sally. Email Charles.

Roanoke Office Staff

​DAVID PERRY, Executive Director
​
Dave, a Blacksburg native, has been with the land conservancy since 2006, when he was hired as the land trust’s project manager. He became assistant director in 2011 and executive director in 2012. 

Dave is on the board of Virginia's United Land Trusts and is a member of the Roanoke Kiwanis Club. He is past president of the City of Roanoke's Mill Mountain Advisory Board, past chairman of Roanoke County's Pipeline Advisory Committee, past chair of the Roanoke Kiwanis Club's Environment Committee, and past president of the board of the Unitarian Universalist Church of Roanoke. 

Dave has a master’s degree in park and resource management from Slippery Rock University and a bachelor’s degree in geography from James Madison University. Prior to coming to the land trust, he was employed with the Wicomico County Department of Recreation, Parks and Tourism in Salisbury, MD and as a district executive with the East Carolina Council of the Boy Scouts of America in Kinston, NC. He and his wife live in southwest Roanoke, and they have two sons in area colleges.

​KACIE AMSTUTZ, Assistant Director

Kacie has been with the land conservancy since 2022, where she combines a strong science background with a passion for protecting Virginia’s landscapes. She has a degree in Biology from Hollins University, has completed multiple GIS certifications, is wilderness first aid certified, and is licensed to pilot drones. Outside of the office, you’ll often find Kacie exploring the outdoors through hiking and paddle boarding, or unwinding with a good book. She calls Roanoke home, where she and her husband share life’s adventures with their two dogs and two cats.

​TINA BADGER, Project Manager

​Tina came to the land conservancy in 2017 as office manager and currently works as project manager. Tina has a bachelor’s degree in Religion and Classical Studies from Hollins University but has a passion for the outdoors and environmental conservation. She currently lives in Montgomery County, where she raises a small herd of dairy goats and a flock of chickens, along with her husband and two cats. When not dealing with the nitty-gritty details of non-profit work or fixing fences, she can be found outside identifying insects, birds, plants, or enjoying a horror movie with a cat on her lap.

​ROSE HARVEY, Stewardship Manager

Rose started at the land conservancy as an intern in 2025 and recently joined the team as Stewardship Manager. Rose graduated from Virginia Tech in 2025 with a degree in Ecological Restoration. Prior to joining the land conservancy, she interned for the Virginia Tech Office of Sustainability's Water Team. In her free time, she enjoys hiking, climbing, and pottery.  Rose also runs a small business on the side selling her art at roseharveyceramics.com
